Without white help how do they construct bridges, railways, maintain food safety standards, fix gas leaks, maintain electrical wiring, sewers, plumbing etc.

If a house collapses in Nigeria who deals with that? Who is ensuring food factories are up to standard in Congo? How are hospitals in Somalia fitted with lighting and equipment? Without a white man babysitting the process, how does stuff even get done?

They don't. Everything that was put there by Europeans turns to decline and the vast end up primitive. There is of course the exception of the rich Africans who are a minority who try to mimic Western culture. Africans should be left alone because the white man is dangerous to him.
