The Central Intelligence Agency is currently picking susceptible individuals out of the population to ULTRA and undergo Monarch Programming. You can be an average day citizen and they will target you for neurological mapping purposes or candidacy for specific assassinations.

Phase 1: Havana Syndrome
Also known as anomalous health incidents (AHIs), Havana Syndrome refers to a range of unexplained neurological symptoms first reported in 2016 by U.S. diplomats stationed in Havana, Cuba. Victims described hearing high-pitched sounds, experiencing pressure in the head, vertigo, memory issues, and intense headaches.

This condition appears in individuals through the use of Directed Energy Weapons (DEWs) based on a comprehensive 2020 report by the National Academies of Sciences. The Air Force Command Center, located in Colorado Springs, and the Central Intelligence Agency (CIA), located in McLean, Virginia, have the capability to use this type of weapon on American, Canadian, and various European citizens, regardless of their country, even in remote areas.

Phase 2: Organized Stalking & V2K (Voice to Skull)
Fusion Centers are used across America for organized stalking, which leads to isolation and fear of speaking out about the program and its affiliates. This is done under contract, and a nomination form must be processed for the targeted individual before this happens.

Long-range radio antennas are used for Voice to Skull transmission. It can transmit voices into a person’s head, even in a crowded room. The following explains how this could be used to “beam” words or phrases directly into the mind of a target at a distance.

This technology bypasses the ears entirely and instead stimulate the brain's auditory cortex through pulsed microwave radiation. The psychological effects are heightened since the victim cannot differentiate these “voices” from their own. thoughts.

During this phase, it is critical that the individual enters a medical facility and preferably obtains a psychiatric diagnosis so they can be discredited. Once a patient enters a psychiatric ward, the abuse and targeting are intensified, and the patient will often be classified as delusional or, in some cases, schizophrenic.

Phase 3–5: Neurological Mapping
CIA agents and Officers are responsible for neurologically mapping the brain using Extremely Low Frequency (ELF) waves. ELF operates on the same wavelength as the brain's synapses, and long-range ELF stations located around the United States can accurately pinpoint neuron connections, as well as where specific emotions, bodily functions, and more are located in a patient’s brain .

This process is conducted under the guidance of physicians, psychiatrists, and other doctors employed by the CIA, who are responsible for determining how to properly and effectively map the brain and what to look for in a patient's brain.

The brain is divided into specific sections called "Alters," and the process induces Multiple Personality Disorder in the patient. Each Alter represents a different personality or identity.

Phase 6: Forced Murder / Suicide
During this phase, CIA implements extreme psychological manipulation, often leading to what’s referred to as “Delta” in Monarch programming. The individual is pushed into a state of complete mental and emotional collapse, eventually being coerced or manipulated into committing acts of violence, including forced murder or suicide.

The person is so thoroughly mind-controlled that they are seen as a tool for specific operation — whether it's carrying out an assassination or taking their own life. The targeted individual often has no memory or awareness of the manipulation, and they’re made to believe their actions are their own decisions.

At this stage, the person may be subject to continuous psychological and physical pressure, often in a controlled, isolated environment, where every aspect of their thoughts and actions is guided or influenced.

Phase 7: Psychological Operations
By weaponizing mental illness and psychiatric disorders such as schizophrenia and psychosis, the CIA can manipulate individuals to carry out specific tasks or actions. The CIA oversees all of these operations and periodically selects specific individuals from the public for what is known as a "Manchurian Candidate." This can involve orchestrating mass shootings, targeted assassinations, or causing disordered chaos in the population.
