One of the troubles with low-income housing is that you'll mostly find it in the cities, in the boonies it would be far too ugly and nonsensical because everyone would need a car to drive to a Walmart 20 minutes out, and who knows where the work is. (It would be Walmart or Dollar General anyway.) Auto selection would be worse too.

Trailer homes are built even cheaper and lighter as they have to be moved to the lot after being built instead of being built on the spot. Every corner is cut to save weight. Also banks and insurance companies consider them high risk. One only buys on of these for the land under it if its a freehold property and not a stupid trailer park.
