it was part of his announcement.
if you make investments into the US and can thus reasonably convince the US that you are planning to produce over there, you will be exempt from the tariffs.
it's one of the few times I actually think he approached this tariff stuff in a smart way.
forces them to become active right away, but still gives them a reasonable timeline to keep their promises.
if he just slapped them with a tariff with no way to avoid it, they wouldn't bother to invest into the US, they'd just try to reroute their products to other markets

Historically america bankers were fine with propping up china as sweat shop but its not viable strategy.
