With private property rights, why would anyone ever want to be a dictator of the greater world around them when they an just be a little petty dictator of their private properties. They will already have too much to manage and keep up with. Being a dictator puts a target on your back too.

That part isn't even that hard, just do the normal NKVD / suppression of the opposition stuff. The real question is how do you go Lee Kuan Yew-mode and use the position to uplift the society without falling prey to either the temptation of tyranny on the one hand or the naivete of distributing power too much such that you get overthrown on the other

Dictators are very rarely overthrown (internally) and never when they are above a minimum of mass popular support. The only threats are military coups d'Etat that are easily prevented by keeping a close eye on the top hierarchy of the military.
