A virus that had a higher mortality rate would have destroyed both the economic systems and government itself. A virus with too low of a mortality rate is a nothing burger that wouldn't get stupid people paranoid enough to get vaxxed. Judging by the news hype at the time, I believe the fuck up was the mortality rate was likely on the lower end of the band, and so they had to hype it up to get people to get vaxxed. Also, the vax needs time to do its work as well to destroy the immune system, but it can't be so obvious that people can directly point to the vax being the killer itself.
We'll see how it plays out going forward.
