If a public path or throughway goes through a field, or a forested area that happens to be on owned land, then the right-to-roam is fine.
Everyone can agree that it is sensible to not have the law and police get involved just because a mum and her 2 kids are out on a small walk with their dog or something and need to go over a bridge on owned property, say to cross a ford, or e.g. to just fucking go somewhere else.

But if they're going over fences and places that are clear demarcations of owned land then that is not right-to-roam. The law is quite granular and people get lost in the fineries of that granularity which I suppose is to be expected.
