Whos doing it ? Not humans. There is a demonic spirit that operates through a component of society. It awakens and mobilises them like a hive in these periods. What we call the deep state is one aspect of it.

Ever read IT by Stephen King ? Disasters occur in the town every so many decades. King wrote that IT was an entity that emerges, and operates through townsfolk who are essentially hosts. Derry is clearly an allegory for the world, similar theme in other books (The Shinning - Pet Semetary ect). In The Shinning the hotel is an allegory for the world, and Jack Torrence is a host...he seems normal, human at the beginning, but the demon eventually takes control. Allot of it relates to the cyclical nature of this issue
