It doesn't matter IF you owe it to the people living inside the country.
A significative part of the US-debt is owned by foreigners.
I would be the case for most country at least.
But I suppose it's less of an issue for the US, who currently boast the strongest army in the world.
Rules do not apply to you if you can threaten everyone else with incredibly asymetric violence.
