I think the first one was necessary, because Japan's rigid honour code meant they'd drag their whole country down rather than surrender, BUT if the enemy has some new ultra mega super weapon, well we have to surrender to save our babies from these monsters.
The second one wasn't necessary. I think they did it from a combination of vengeance, Japan dragging its feet on actually surrendering (three days is not a long time btw) and, well, they had another bomb just sitting there.
