The PL-15 is a dual pulse rocket motor missile, while the Meteor is a ramjet (aka needs fresh air) missile.

Both missiles have their pros and cons, but the Meteor might have the disadvantage in speed due to its engine needing air and hence not being able to use such a lofted trajectory like the PL-15, which is basically like a space rocket that gets another boost when it approaches its target.
