I went to Quebec City on a university exchange program to study French circa 2012 and they were fucking pricks with a victim complex.
In the first week the university organized a tour of historical sites for us and the tour guide was constantly talking about "the anglo occupiers" and how oppressed they were and how privileged we were.
I'd go into a store or restaurant and try to speak with them with my low-intermediate level French and half the time they'd bitch at me and basically say "how dare I not know how to speak fluent French already, Canada is a bilingual country" and sometimes even refuse to serve me.
We went out to bars a few times with my classmates. We were just keeping to ourselves speaking English and locals would come up to us and say shit like "fucking anglos go home". A couple times they even started fights over it. A guy shoved my classmate, they got into a scuffle then the bouncers kicked US out because fuck anglos.

Our exchange class was like 90% white with a few east Asians so this wasn't them having in group preference against foreign browns coming to their city. This was white people hating on other white people because they didn't speak their language even though we were trying to learn it.
Ironically the only people who were friendly and willing to practice French with us were a bunch of Algerian international students who were staying in the same dorm.
