Yes, but if you take a look at taxation records you can see a clear downwards trend in taxes collected which were tied to productivity. Arabs literally "inherited" massive waterworks and plantations and bankrupted them. Under the Sassanids, for example, "iraq" was a net exported of sugar, even to India. It never was again after the shitslamic invasion...and hasn't been since.
