Obviously kino and its not even up for debate. Doesn't matter what your politics are the film basically invented an entire visual language for these kinds of grand events and its been almost entirely adopted by the sports and music industry without even the slightest shred of irony or ever feeling the need to apologize for it.

Even filmmakers like Spike Lee acknowledge the importance of this film. It's not even for it being the template for political propaganda, but for the filmmaking techniques it invented and employed that were completely new and original and subsequently imitated to this day.
Indeed you will find this on many filmmakers top 10 lists, they're looking at the cinematography, editing, music. In the same way that Citizen Kane is always listed, it's not narratively fantastic but the filmmaking achievement was revolutionary.
It really surpasses kino actually.
