It's their culture. I'm not saying it's rape culture, because it's not. They do value women, unlike in muslim cultures. But they value them too high (there are tribes in Himalayan area where women are bosses). You have to understand that there are several reasons that are causing this problem. First is the boys and young men aren't meeting girls. Then, just like in China, indian men being single will bring shame to all family and their parents, and third, men are working really late. When their mothers are at home all day, they too have sexual needs. They don't have toys or internet porn, and when mom is begging, and then "forcing" indian young man to have sex with her, those sons get an example that this is how to "seduce" women, which is by begging, forcing, and finally taking them. And when that is happening in every single house, boys learn and do get support from each other that it's the right thing to do. Of course, not all mothers are just taking their sons. Some of them, especially in rich families, are teaching their sons to learn sex so if they one day meet a indian woman, they're not bad in bed and that indian woman will accept the guy to her husband. Because that is how it works in India. Indian woman accepts the man, not the other way around like in muslim cultures. But, also, not all indian men will ever meet a woman. Majority of the men will stay single all their lives and when group of sexually frustrated "men", whose last sexual moment was with their mother years ago, of course they gang up quickly to be able to get at least few seconds of "sex". Worst problem is that nobody in western countries are talking about how much incest but not socializing there is among indian families. Incest itself isn't bad, but how those mothers are implementing it, is. But they too have learned from their past. They've learned it from their own mothers too of what they can do with their own sons.
