neither, he's a puppet. he came with good intentions, tried playing the hero but lacked any assertiveness, authority, experience and support. He was too weak as a personality and was quickly overwhelmed by the other forces that started gripping Ukraine and he eventually caved in and started doing their bidding. He will go down as the single worst president in ukrainian history, not because he was a terrible cruel personality, but because his weakness, him being in that place at that time, is what doomed the entire nation and could end up even erasing it from existence
