In many parts of Croatia, you can casually leave something somewhere. Not that you should, but if it happens, your stuff will be there.
You can leave your phone in the bag on the beach when you go swimming. You can leave your car unlocked if it is older and the locking system doesn't work anymore. You can do random stuff like that.
In big European cities you might literally get pickpocketed by migrants if you are not careful. In less developed countries even in a small population area it is a big risk to leave anything anywhere.
I've been to places where you should not use your phone in the car, unless the window is fully closed, some broke criminal will try to steal it in traffic from your hand.
You just don't know what you are talking about. There is a certain level of peace that exists in Croatia which is something to cherish while it lasts.
You can leave stuff in your yard that doesn't have a huge fence and barbed wire, you can leave stuff in some field you own far from civilisation, etc.
