Growing up 30 years ago in public school, some kids had free lunch. Some also had free breakfast in the morning. Some had to pay $0.50, Some had to pay $1.25 or whatever. We didn't know at that age, but it was clearly income-based.
Point is, the poorer kids already had free lunch and if your parents made a certain amount, you had to pay a small fee.
Granted, the whole economy's fucked now so a lot more people are poor even when it seems like they're not compared to others. But the point is, this was always a thing.
The only difference now is they include the kids from wealthy families.
