That would actualy be effective.

If people with something to lose started losing their businesses they would stop. Nah lets go after just those that are no worse off had they stayed in their country to begin with even if caught and deported (after typically making many times more than they paid to be smuggled in.)

Whenever they don't include going after employers you know it is mainly theatrics.
