It's different for everyone. Some were already in EU when the war broke out (vacationing or working wagie jobs)
Others had connections that provided them with papers that qualified them for crossing the border.
Others have bribed their way out — but the prices keep going up so fewer and fewer can afford to escape now.
Others have risked their lives crossing the border — not everyone makes it. Some drown, some freeze to death, some get lost, some get shot. I have read and watched quite a few testimonies, most of them are like mini-adventures. Not everyone has the guts to do it.
Others just happened to live in areas taken by RuAF and then left for EU — Ukrainian men residing in Russia can leave it any time they want (except for PoWs obviously)
There's also people who had legitimate excuses to go abroad (e.g. bringing an elderly disabled relative to a medical facility in EU, or being a part of a sports team) and just didn't return when their time was up. Just the other week some football player decided not to return to Ukraine following a match.


Then there are people who just don't see themselves fleeing to EU because they either love their land too much or aren't ready for such a major lifestyle change — imagine leaving everything you own behind and going to a foreign country, not speaking their language, with nothing but what you have on you plus a little cash. It's terrifying for many.
