Below replacement fertility rates have never happened in recorded history. Below replacement fertility rate is not the same as births < deaths (which has happened many times) because as the population declines from low birth rates you need the birth rate to go up to maintain the current population. If a population starts at 100 and the fertility rate is 1.8 then the next generation will have 90 babies and the generation after will have 81 i.e. it's exponential decay. For the population to stay stable at 90 the 45 women need to have 2 babies each (ignoring mortality) instead of 1.8. To get back to 90 from 81 the 40.5 women would need to have 2.22 babies each. So to maintain a stable population when the fertility rate has fallen below replacement, each successive smaller generation needs a higher fertility rate than the previous. Instead, they have an even lower one.
Nobody has ever solved this problem before and nobody has an idea of how to do it. Assuming it will just fix itself is foolish. It's indeed a dire situation.

Who cares? AI and automation are about to replace most jobs. A low birth rate is positive, eugenic, and in line with technology. It frees up more resources for the domestic population, cheaper land and housing, more jobs, higher standard of living.
