Paying women to breed has consistently failed. Taliban like restrictions on women have been the only thing that have worked but what also would work is naked coercion which is simpler easier to do in a crash and easier to plan population growth around. So thats the way they are going to end up going. There will be a quota for babies concieved and born every year and for any projected shortfall women will be drafted.

Sure and over time reestablishing a properly sexist society would restore fertility to a healthy level without either catastrophic collapses and failing anything like a depression followed by the 2nd world war any insane baby booms either (both are trouble you want steadiness in population generally) but no they are going to need a crash increase which will literally mean that forced breeding will be implemented.

did you read what I said. Paying poor women in the global south to pop out babies would work because of the wealth disparity.
We impregnate them with genius sperm and keep doing that until the offspring are suitable for citizenship, which wouldn't take long. Outsourcing reproduction to reduce costs makes perfect sense.
