WT Stead later outlined the 'Government by Journalism' concept which pertains to the media producing propaganda narratives that affect Government Policy. Stead used his story that resulted in the age of consent hike as an example of this. Stead worked with Rhodes to establish the Roundtable Group/Milner Group per Carroll Quigley in Tragedy & Hope.
