it's better to have migrants from elsewhere to come to you. They might form their ghettos but sooner or later they will assimilate and adopt identity of their new country, usually within 2nd or 3rd generation.
Good luck counting that those enclaves within Russian borders will ever adopt Russian identity. They're their own people first, Muslims second (it often swaps around) and Russians third. Coupled with rapid breeding of those enclaves their assimilation by peaceful means is pretty much impossible. Chechnya, Dagestan and Tuva are the only oblasts/republics with birthrates above replacement rate in Russia.
