You didn't need to be a defense contractor, it's literally a constitutional right to make firearms.
It's fucking easy to do too, you can make an AR-15 with a 100 year old Bridgeport, and there's CNC kids for that milling machine too.
You can make them commercially, there's like 7 FFL license levels, but if he's doing it for norks he's not exporting through proper channels so why even license in the first place, and you could just do the machining in fucking India, best Korea, Africa, or China

I'm willing to bet the norks just want these guns for whatever reason, probably to equip special units or for espionage, similar to how east Germany bought mp5s to equip its swat teams. I would actually bet that the weapons sent were mostly pistols because of the 9mm rounds and the fact that China makes decent tacticool civilian ARs.
