Windmills are the absolute worse source of energy. If it wasn't heavily subsidized, they wouldn't exist at all. California just lifted oil refinery and drilling regulations in their state because their "clean energy" polices made energy unaffordable. I don't believe fossil fuels are the answer, but neither are other forced "green" energy sources. New Jersey is also a major subject to this topic. It's going to be a red wave again in midterms

In the case of NY state, "green energy" also comes with regulations. They banned gas peaker plants that used to cover high demand, spiking energy costs during summer and winter. Solar and wind cost a fortune to setup and they just don't produce consistent output. Battery plants help with this issue, but they add to the cost yet again.
In the end wind and solar are expensive and complicated methods of generating small amounts of power. My power bill quadrupled the moment NY state went into "green" energy, and another rate hike was approved. We also have way more power outages.

There were two recent attempts in the US, at Vogtle and Summer. Those projects ended up being the financial Chernobyls. Summer was cancelled halfway through. Two reactors at Vogtle were completed but ended up being one of the most expensive power plants in history. They bankrupted Westinghouse and SCANA and almost brought down Toshiba. So right now there is little investor appetite for new nuclear reactors in the US, especially not large nuclear reactors that put a lot of capital at risk.

Real issue is utilities companies for profit VS community owned. My area of CA has SMUD, decent amount of clean energy and some of the cheapest electricity. Stuff like power, water etc just should not be ran for shareholder profits.

10 years is still pretty good. That was the standard about 5-10 years ago when home solar really took off. Why does she need a battery if she's using so little electricity the roi is 10 years though? EV? Or is the battery cost in that 10 year figure? EVs don't make financial sense. Fuel is about 30% the lifetime cost of a vehicle and electricity is only half the cost of gas per mile. So 15% savings with EVs, not great considering the higher sticker price. Soon though.

The technology to do this efficiently doesn't exist in any meaningful way. Solar farms take up too much real estate and are easily damaged so need to be replaced. Nuclear was unfairly demonised after Fukushima, likely by the people pushing wind and solar. The correct solution was to improve nuclear technology.
