There’s two scenarios:
1. Nuclear war occurs which destroys the cities where most Latinx in the USA live. In the event of a nuclear war the USA will nuke countries like Brazil and Mexico that aren’t even actively involved in the conflict as a contingency measure to make sure they don’t rise up in the power vacuum after the war.
2. Economic collapse occurs which leads to civil war and balkanization. The only thing keeping a heterogeneous society together is the currency. Water going to the American Southwest and northern Mexico is cut off during the civil war or after balkanization. Humans can survive only three days without water.
