It's definitely shifted. The Waco series that aired on Paramount in 2018 would NEVER have gotten the greenlight from any major network in the 90s. Not only was Koresh portrayed as sympathetic, but it accurately depicted the ATF firing first and the FBI starting the fire. My only complaint is that the fire was simply shown as an accident. The reality is that agents knowingly tossed pyrotechnic devices into the building, lied about it, and were later exposed as liars after Mike McNulty found said devices in an evidence storage room.
