There's a big difference between California and Texas. Texas Republicans in the state legislature can pass this and be done with it. In California. voters made a non-partisan group called the California Citizens Redistricting Commission to handle redistricting and put it in their state constitution. It can't be changed but via a popular referendum, and voters overwhelmingly love it. What's Newsom going to do when his grandstanding gets slapped down hard by Californians in November?
