As long as you qualify for the requirements in the listing (e.g. CS degree, experience with Azure or whatever), then by just submitting application will freeze the PERM process for the pajeet that tried to steal that job.
Because the point is that part of the PERM the employer must PROVE that there is NO CANDIDATES in the entirety of United States for the position they are trying to give to the jeet and have him get a Green Card.

Your application alone fails the test - showing that there indeed ARE citizens in USA that are eligible for that position.
