Modern Humans descend from older generations of Humans that were groomed/married as teenagers. When you ban grooming, you ban the source of life itself. The Majority Age wasn't enforced aggressively until the modern era, hence the recent birth rate collapse. Up until the 70s, the old legal precedent was that minors that lied about age were held liable for contracts.
