Immigrants. That aside, the JIT industry is just garbage for job security because you only work if people are buying your shit. If for some reason there's a big slump in sales, you're almost assuredly getting lay-offs or pay cuts and it's for this reason that factories employee "temporary" employees. Temporary employees are throwaways created and consumed as needed, immigrants overwhelmingly fill these positions and because the pay is so shitty they can also apply for welfare gibs.
