Governments will mostly try to leverage their own government into a position to be the one only avenue for alien trade, so that other nations must pay the mark-up to pass through them. And the profits from that transaction will mostly go to prop up old wealthy industries.

They've been making that exact trade at least since the Eisenhower administration (Grey/human mutilations/anti grav tech). And in ancient history it was a way of life.
