They aren't, ultimately, intended for immigrants, since the one in Florida houses a few hundred inmates and cost a few hundred million dollars just to build. Without adding in maintenance and staffing costs, that's about one million dollars per inmate, and we have tens of millions of illegal aliens.
The alligator alcatrazes are for enemies of the state, eventually. What's happening with immigrants in them is just a test run. The government knows that an uprising is coming.
