Igor Berkut (also known as Harry Ber-Kut) has promoted the so-called “New Jerusalem” or “Heavenly Jerusalem” project since 2014. He claims Israel is overcrowded and will need new territory for the next 200–300 years, proposing that parts of southern Ukraine (Dnipropetrovsk, Zaporizhzhia, Mykolaiv, Kherson, Odesa) become a resettlement zone.
In 2017 interviews he stated that 183 Jews from Haifa had already arrived, and that eventually 6 million Jews from Israel plus 12 million from Russia, the U.S., and Europe would relocate there. He described a governing “Council of 12 Protectors” and symbolic “two Shofars” that would signal the project’s realization.
Notably, Berkut had earlier made political forecasts later proven wrong—e.g. on February 18, 2014 he said “Russia will not enter its troops into Ukraine,” just days before the annexation of Crimea. He also advocated disbanding the Ukrainian army in 2011
