The idea of these people integrating into Japanese culture or even meeting expectations for a single year under Japanese employers is a complete fantasy in the minds of neoliberal oligarchs too afraid to consider that cultural and racial differences are real. Offering an African a job in a civilized country is as ridiculous a proposition as offering a white man a mud hut and some cows in a black country.
