Looks like this is about budget for the Cabal, NASA being one of the sources, similar to USAID or Kennedy Center or NGOs or the Museums etc. From this point of view, this seems to be chatter about alternate funding sources for the Cabal.

These cabals should really be considering removing red tape and legalizing a bunch of outlawed systems and services so they can get actual, usable budget money from them, instead of black money which is just artificially inflating your balances for clout
