The government has less than one of those per US state. It has one armored vehicle per 50,000 citizen, and a combat aircraft of any kind per 100,000 citizens. Surely, thousands of men with rifles can locate and neutralize the one or two guys that know how to keep pic related maintained, armed, and fueled, especially when they ARE the logistic chain intended to do so.
Arguably, you don't even need the rifles to do this, but it makes oppressing the population at the level of individual households a hell of a lot harder -- you have to do that job with boots on the ground. They will always have a tactical advantage over civilians, but not enough of one to overcome 50:1 or 100:1 odds. At least not often.
