You can't solve the problem if you don't change the culture. Here's what would work better:
Hire a couple of million guys for something like "garbage police" and equip them with canes. You can also give them body cameras if you're concerned about abuse of power, idgaf. They patrol the streets and as soon as they catch someone throwing garbage on the street, the garbage police will put the fear of god into them, 5 stikes with the cane on the spot, no questions asked. Repeat offender? Double the stikes until they get the message. Garage in front of a house? Immediately call every inhabitant of the house to the yard. "You have 24 hours to clean the mess up, otherwise..." You already guessed it, that's a caning for everyone involved. Cane them until they are clean, that's my solution, the implementation of a cleanliness terror state.
