Literally it has to be encouraged from youth. A healthy population should want to marry and have children. Kids should, from a young age, be forced into social situations with the opposite sex. We need to bring back events like dances. It forces people to interact physically with the opposite sex in a safe manor. By the time they come of age they are socialized and (most importantly!) comfortable enough to peruse a relationship built around having a family. They should do this as soon as they have the desire. For me, I was ready at 14 to have children. We’ve created a society that outright condemns people under the age of majority from aspiring to be adults.
