I'm from one of the medium grey regions. We're mostly fucked by being a region that people come to after retirement, which means that our councils are put under a lot of financial strain, thus wrecking the economy for everyone except for the retired. Also added to this is the fact that their constant flow causes housing prices to soar while pay remains unchanged.

And to answer your other question: bennies. If rich Londoners are going to come her to mooch off of bennies, then I'm certainly not going to work for nothing to support them. :^)

All the industry in those areas got shut down in favour of London and it's financial services. Those grey areas use to have all sorts of factories producing all kinds of goods, including things like steel and coal mines to power things.
The last steel plant in the UK was almost shut down a few months ago, and even now it's struggling to stay open and that is only because the government are basically paying out of the ass to do so.

The fact is this, most power generation does not work without government subsidies. Wind, solar, coal, gas, hydro, nuclear, it is all subsidised by governments and always has been.
It is all absurdly expensive to build, run and maintain and the profits from it aren't particularly big. No one has that kind of money to risk except governments.

If you want an example of how bad it is in the UK in particular (a country with lots of wind power), something like 70% of a persons energy bills are tax, and this tax is used to pay the subsidies needed to keep energy being generated.

In our case, it barely even works *with* subsidies - Hinkley Point C and Sizewell C are predicted to overrun cost of construction by at least 50% and take 10 years to get online.
They're absolutely massive plants (~3GWe) so you would think economies of scale work, but they have a strike price of £130 per MWH which is *more* than a CCGT gas power plant. Oh and by the way, taxpayer guarantees that price for 40 years.

Meanwhile, rolls-royce said "hey we make reactors for nuclear subs, we're pretty sure we can just slap them in containers and ship them down the M6 to wherever they're needed" and the government just completely ignored them.

Everything in the UK ends up massively overbudget and is never built to any sort of deadline. It's mostly due to massive over regulation. You just cannot get anything done in the UK without filling in all kinds of forms, having tons of surveys, assessments and town hall meetings.
Take a look at HS2, it is per mile one of, if not the most expensive railway line in the world. It's because of insane regulations like not disturbing the bats, or making sure the micro environment of the naked mole beaver is moved strand of grass at a time to protect them and other stupid shit.

The UK is at constant risk of rolling blackouts because it's energy supply consists of so much wind/solar which is naturally unpredictable.
