Simple: ISPs only allowed to provide service to males (they have your ID anyway), and phones may only be held by men. Women found in possession of a phone or using the internet in any way get their hands chopped off.

Zoomers may not know but the internet isn't just magic data in the sky anyone can grab at a whim.
