Because it (post-9/11) sent U.S. fiscal policy and economy on the path to 2008 bailouts, which was the final end of Capitalism itself.
After 2008 all HNW entities, corporations, sovereign governments (<-U.S. included), hedge funds rely 100% totally completely on infinite supplies of debt note fiat currency from central banks in order to prevent immediate implosion.
Whatever this is rn 2009-2025, isn't 'capitalism'.

Without teaching you how modern monetary theory works, what the triffin paradox is and why a national reserve currency backed by petro operates and of course the ever present political grift off of taxpayer dollars...a simple answer will have to suffice.

Without government deficits the US and global economy will stutter and collapse.

Anyone who says they actually want to balance the budget is a liar or a fool. Clinton was both, but benefited from a extreme spurt of productivity that coinciding with a welfare reform gave a short lived surplus.
