The issue seems to be that South Korea does not have fixed immigration slots like other countries do.
The "Partner With Korea Act" has been rejected by Congress multiple times, that would have basically made these workers legal immigrants.
That's fine in principal, South Korea is an important ally and trade partner.
BUT such an act would does displace American workers.
There was no need to hire 300 illegal immigrants for construction work.
Even if there was a requirement that just 50% of their workers had to be US citizens, that would be acceptable.
But that would stop them from forming company towns, violating safety regulations, etc.
We really need a policy like China that requires foreign companies to partner with a domestic company.
