I think it has mostly to do with the fact that East Asian countries like South Korea and Japan don't allow dual citizenship, so people have to choose between US citizenship and their home country.
Even Koreans born here would be forced to renounce their US citizenship if they move back to South Korea.
It's sort of a self-own on their part.
We could help by making a specific non-dual citizen visa for countries that do that, but they should change their policy.
I'm all for banning dual-citizens from being politicians, but for the general public it's a major nuisance.

There's a lot of red tape in getting those visas.
They would get herded into H1B most of the time, and then they end up competing against infinity jeets in the lottery.
H1B is a broken system, and removing country caps only made it more broken.
At least under Trump's salary based proposal, they can pay a big salary if they want to bypass red tape.

Not really. These wouldn't be H1bs they'd be L1s. Japanese send their engineers and technicians all the time to help with US based plants to for auditing/training purposes. They always use L1s and theyre usually here 1-3 months. This was probably done politically because SK president said something Trump didn't like. I highly doubt Koreans would come to US for a shitty factory job in nigger infested Georgia.

Unironically the only time I've ever heard of an immigration raid is when our crew of Korean siding installers were picked up and deported. For one reason of another, Koreans do a great job at siding. Every race seems to have a different subcontracting specialty, and for the Koreans it's apparently siding.

I expected the same kinda company town bullshit from the future TSMC plants, but in that case I'd figured the US government would fully endorse the plants to be fully staffed by Taiwanese because the field is so specialized and at this point the Taiwanese are the cream of the crop at producing semi-conductors from decades of uncontested dominance in the field.
But when it comes to making batteries, well, that's not alien tech, an American can do the job just fine, because the conditions would not be as hellish or demanding as in a TSMC fab. Korea/Hyundai were just shirking on their responsibility to hire Americans as part of their investment. They wanted to eat their cake and have it too.

The issue seems to be that South Korea does not have fixed immigration slots like other countries do.
The "Partner With Korea Act" has been rejected by Congress multiple times, that would have basically made these workers legal immigrants.
That's fine in principal, South Korea is an important ally and trade partner.
BUT such an act would does displace American workers.
There was no need to hire 300 illegal immigrants for construction work.

Even if there was a requirement that just 50% of their workers had to be US citizens, that would be acceptable.
But that would stop them from forming company towns, violating safety regulations, etc.

We really need a policy like China that requires foreign companies to partner with a domestic company.

Yeah it turns out they were subcontractors on tourist visas.
Zero Hyundai employees were in the country illegally, and ilke 30 or 40 LG direct employees were illegal.
The majority were subcontractors as part of an indentured servant scheme, to form company towns, exploit Korean caste-like culture, and ignore safety regulations.

Other countries do this, but they negotiate a bill that gives them guaranteed H1B slots.
