Lynching is notoriously unreliable for getting the correct person. There have been lots of people lynched for crimes they were innocent of.
That said, lynching often was the best course of justice in instances where the person was guilty of the crime, and often the people innocent of the crime they were accused of were ne'er do wells that would likely eventually commit a lynchworthy crime or had done one in the past they weren't caught for.
Extremely rare that some rando minding his own business was lynched.
The KKK didn't lynch anywhere close to the degree that spontaneous ordinary citizen groups or vigilance committees did. So, yes, propaganda.

There's lots of examples in literature where someone was lynched for a crime that was later discovered committed by somebody else.
Before the advent of municipal police, detectives were a for-profit occupation, and conviction rates needed to be ensured for complete payment. That led to serious crimes being pinned on convenient suspects, only later being discovered that somebody else committed the act.
As I said, in cases where they did know who did it, it works great.
