Logistically it'd be really hard to get away with. Campus buildings are covered in surveillance cameras and telecom microcells that will have detected the perp's presence if he was dumb enough to bring a phone.
If he wanted to get away with it, he'll need head to toe coverage, especially the face.
Also, knowing how to get onto the roof of the building without having staked it out ahead of time is unlikely.
Also transportation is a concern, if he drove his own car to the campus, that's a wrap.

Only state actors are reliably able to control all these factors.

In the time it takes for them to chase a ghost the ghost has time to change it's identity. It's very easy for them to lose track of a guy who has a head start while they are working backwards from what could be incomplete data.
If there's any chance that the shooter has an escape route he has already done so.
If it's a foreign agent, they got away with it. If it's ex-military/former CIA, they're in Mexico with a boatload of cash to lay low. If it's a well thought out hit by a rogue vigilante, they are a needle in a haystack.

3. The left is already willing to bypass democratic processes in order to get what they want. Due to the unwillingness of people to restrain themselves to the existing political system, democracy is both functionally and socially dead. It doesn't matter if you debate, it doesn't matter if you vote, it doesn't matter if you have the majority on your side. Political power rests in those who have the will to take a life.

This should be an important lesson to the right as well. There are no rules anymore. Why not do things that are "autocratic"? There's nothing more autocratic than killing your opponents. Why not dismantle existing institutions? They are unable to function anyway, because all of their actions can be overridden by bullets. Honestly, if there was any time to shamelessly seize administrative and political infrastructure without dealing with complaints about checks and balances, it's now.
