Iran is a bad example because they are batshit crazy that even their partners cannot deal with/handle. Russia has been trying for DECADES at this point to get Iran to sign an alliance or bring Iran into it's sphere but current leadership refuses to even entertain the idea. China at one point just gave up dealing with Iran as well as they get their oil (which is all they really care about).
