This is a Quebec Supreme Court case about its bill banning public servants from wearing religious symbols, which is in practice a ban from muslims and sikh Quebecois working in the govenrment. The Charter guarantees every Canadian citizen's right to worship free of religious persecution. Quebec claims they are exempt from the Charter because of the notwithstanding clause, allowing them to freely undermine the rights of Quebecois where convenient. This exemption was challenged in the Supreme Court and the case is ongoing.

Recently the Federal Government filed a brief (ie a non-binding opinion by an outside party submitted to the supreme court while they weigh on a case). In the brief, the Attorney General argues that abuse of the notwithstanding clause, and Supreme Court rulings therein, are defacto amendments to the Charter and overstep both the authority of the the Provinces and of the Court. It goes on to argue for a more stringent interpretation of the notwithstanding clause that makes it harder for provinces to arbitrarily strip canadian citizens of their rights.

This is a complete nothingburger.
First off, this Quebec bill was always going to be killed in the Supreme Court. It was passed knowing it would be thrown out, because the purpose of it was to intimidate muslims in Quebec, and to create a pretense for the Quebec separatist movements to claim victimhood.
Second, a brief is a non-binding legal opinion. It's entirely within the Federal Government's right to pen a brief and their opinion: that the Charter should be followed and that courts do not possess legislative authority superseding the legislature, is completely nominal.
