They have one hall running, they added a second hall, and then they said they can only use like 1/3 of that second hall until they figure out how to get more power from the city. So yea, China has been playing the long game it several different ways when it comes to tech. A lot of the tech industry has had massive layoffs over the last few years. Then you have H-1Bs holding jobs that could go to those people. They don't because H-1Bs are cheaper and basically indentured servants due to their visa. We need a solution to this. Is a $100K fee the answer? I don't know...but if this actually happens then employers will have to justify that cost to hire one over a citizen. H1B is the secret sauce that allows and promotes extensive knowledge work outsourcing to India. Look at the top H1B companies. Outside of big tech, most are either Indian or US consulting companies that do not make products. The typical H1B and L1 employee for these consulting companies (Cognizant, Tata, InfoSys, Capgemini, Accenture, E&Y) is fluent in English and leads outsourced Indian teams. Thereis a Green card Lottery. It's a very common thing even in countries like Switzerland f.e. It's capped at 60 k per year or so. And the total amount of Green Cards every year are around 1 MIllion per year.

It's not the laws, it's simply the scamming. Even a couple of years ago, Indians would petition multiple times for a single person to make sure they would be picked. USCIS only recently started cracking down on that. The reason h1b exists is because Indians overwhelmed the green card process and ruined it for everybody else.
