British cop here. Cuurent and past governments have been allergic to spending money on police and criminal justice. There's this pervading themes of British exceptionalism that somehow we police better and everything comes down to the public's consent.
In short the issue of money is masked behind antiquated laws and principles

If you're somewhere 15-20 mins away from armed police (you're not btw) then you're pretty safe from any form of terrorism or mass shooting happening in your area. Regular polling shows the public do not want armed police, members of the police do not want to be armed and the politicians do not want the police armed - the media seem to keep trying to push it though, especially pro-Israel GB News. It is not a financial issue. A Glock 17 would be the most probably standard issue sidearm and that costs £460, there are 146,868 police officers in the UK so it would only cost around £67,559,280 then maybe another £10-15mn to train.
